The Jurisdictional Consultant II is primarily responsible to inspect, evaluate, and consult with clients at a variety of insured locations, excluding intermediate or more advanced environments (e.g. complex piping, multi-stage water treatment, sophisticated controls, fluid dynamics, and moderate commercial / industrial or high risk applications).
The Jurisdictional Consultant II will accurately collect and appraise basic information (e.g., nameplate data, construction stamps, sizing, testing, maintenance, operation and condition) of equipment installations. The Jurisdictional Consultant II will have an understanding of, and be able to consult on, regulatory or jurisdictional requirements and FM Global Standards as part of the pressure equipment evaluation process. Clients will be appropriately informed of actions needed for compliance and risk reduction.
Candidates for this position shall have a National Board In-service commission and have or obtain state/provincial jurisdictional certificate of competency for the jurisdictions in which they will be providing Jurisdictional services. Any additional training and experience required for obtaining certifications, commissions, or licenses will be provided.
Jurisdictional Consultant II will demostrate competence in handling field work and related administrative tasks for the most common occupancies and hazards with decreasing guidance and supervision.
The Jurisdictional Consultant II may be asked to conduct incident investigations of pressure equipment at the discretion of the Operations Chief Inspector.
Education: High School Diploma or equivalent.
This position is an intermediate level position requiring basic, but developing; technical, evaluative, and consulting skills.
The position requires the individual to meet National Board In-Service commission qualification requirements Rules for Commissioned Inspectors (RCI-1 NB-263, National Board In-Service Inspector Training Program (NB-380), and meet state/provincial certification requirements.
The Jurisdictional Consultant II position requires a verified competency as a Jurisdictional Consultant (Level 1) that meets or exceeds expectations, or requires substantiated prior employment qualifications and experience demonstrating an equivalent level of competency. Two years or more of field experience inspecting pressure equipment is required. Experience shall include boiler and pressure vessel operation, construction, inspection, related mechanical and electrical equipment, understanding of management systems, and understanding of appropriate nondestructive methods and results.
The Jurisdictional Consultant II will obtain the experience and training necessary to be qualified to review routine repairs in accordance with the NBIC and FMIC requirements.
Satisfactory Loss Prevention Consulting skills.
Knowledge of boiler and pressure vessel construction and inspections
Develop technical understanding and applicability of FM Global Operating Standards O.S. 6-6, 6-23; as well as 12-2.
The ability to produce satisfactory field trailing results to demonstrate competency on a consistent basis. Documentation to be in accordance with NB 380 Section 3.5 (LAG II), excluding Alterations.
Meet the ASME and NB duties and responsibilities, conduct inspections and evaluations in accordance with the FMIC Jurisdictional Inspection Quality Program and other written or oral instructions.
Follow FM Global safety procedures and consult with clients to assure that inspections and evaluations are conducted safely.
For all objects assigned, be competent in communicating through use of “Understanding the Hazard” (UTH). (Verbal and written).
Consult and work with clients to achieve improvement in their pressure equipment installation, operation, testing and protection practices.
The Jurisdictional Consultant II has the duty to inform the Operations Chief Inspector of any code violation, unsatisfactory condition, or whenever improper documentation cannot be satisfactorily resolved with the client. Jurisdictional violations will be reported as required by FM Global procedures.
