This position is located in the Processing & Records Section of Human Resources Service at the Wilkes-Barre, VAMC. The position is primarily responsible for coding and processing a full range of personnel actions for Title 5 (GS/WG), Hybrid Title 38, Fee Basis and Title 38 appointments. In addition, counsels a variety of current and former employees along with perspective applicants/new hires.

Performs technical work in coding and processing a full range of recurring and nonrecurring personnel actions (i.e., accessions, position and pay changes, separations, cancelations, corrections, etc.) Reviews 52s for completeness and accuracy. Determines follow-up codes for each action. Maintains suspense file for health and life insurance elections. Discusses and explains concerns and requirements for selecting health and life insurance, uniform allowance, paydays, leave systems, military deposits, retirement system determination. Assists new hires in completing required forms and conducts in-processing. Reviews, VISTA, HR Smart, RSD and DFAS error/reject messages by daily review of mandatory multiple reports to ensure actions are completed. Accesses DCPS system and reviews every action that was released to ensure employee record is correct. if action did not take uses initiative to research the problem for resolution and follow through. Researches GPPA, PAID A-Z book and other guides in order to predict pay issues prior to occurring. Utilizes spread sheets to code and log incentive awards. Review WebHR to pull 52 actions. Recognizes errors on 52s. Receives/screens telephone calls from applicants, employees, and general public. Verifies employment works closely with security specialist to resolve compliance issues on background investigations. Maintains fee base documentation files. Maintain Without Compensation (WOC) files. Prepares accession packages for new hires. Utilizes GRB web bases system to enter and amend employees data for computing service computation dates. Uses multiple office automation software with varied functions to produce a wide range of documents. Assists employees in completing required forms. Explains and provides advice to employees regarding retirement benefits.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. You may qualify based on your experience and/or education as described below: * Specialized Experience: * GS-05:2 years of general experience which involved preparing accessions packages and Official Personnel Folders for new hires OR I have 4 years above high school OR i have a combination of general experience and education. * GS-06:One year specialized experience which includes: Review 52's for completeness and accuracy, determine employee benefits eligibility, retirement system, creditable service, salary date, with-in-grade eligibility and leave groups. * GS-07: One year specialized experience which includes: Assessing DCPS and review every action release. Resolves and recodes actions that are not completed or rejected. Discusses requirements for selecting health insurance, uniform allowance, paydays, leave systems, military deposits and retirement systems.
