Veterans Benefits Administration Supervisory Loan Specialist in Washington, District Of Columbia
Under the general supervision of the Assistant Director for Loan Policy and Valuation, incumbent serves as a Supervisory Loan Specialist in the Loan Policy element of the Loan Policy and Valuation section of the Loan Guaranty Service. Loan Policy is responsible for the formulation of regulations, policies, and procedures necessary to administer the provisions of Title 38 United States Code, as amended, relating to eligibility of veterans for VA-guaranteed loans, and the guaranty of loans.

Directs the formulation of plans and policies for nationwide application governing loans to be made and guaranteed for the purchase, construction, repair, alteration and improvement of homes or for the refinancing of existing home loans, and governing loans to be guaranteed for the purchase of a manufactured home and/or manufactured home lot. Directs the review of employee suggestions and reviews of cases for compliance with quality criteria schedules in Loan Production functional area. Reviews audit reports and associated loan files to recommend concurrence or disagreement with the conclusions of the Lender Monitoring Unit. Directs the staff loan specialists in formulating and recommending to the Assistant Director for Loan Policy and Valuation proposed directive material (in the form of legislation, manuals, changes to the Lenders Handbook, letters, and information issues), pertaining to:
(a) the veteran's eligibility for loan benefits and restoration of entitlement, (b) the guaranty of home loans, including policy, procedures , and rules pertaining to the eligibility of loans, amortization plans, credit restrictions when applicable, escrow devices, and the application of the credit standards, etc., (c) the processing, analysis and closing of applications for Direct Loans for Native American veterans or in connection with specially adapted housing grants, and (d) reviews recommendations from staff loan specialists for actions to be taken on individual cases submitted to Central Office by the field for decision on approval or guaranty of the loan.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience as described below: * Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:Specialized experience is characterized by a thorough knowledge of administrative laws, policies, regulations, and precedents applicable to the property management operation of the VA Loan Guaranty Program or REO operations at other similar national-level single family home loan programs. The applicant must demonstrate expert communication skills to present and articulate findings to upper-level management. You will be rated on the following Competencies for this position:
Competency One: Program Knowledge and Experience: Knowledge of and experience with a home loan program's laws, regulations, policies and procedures. Competency Two: Establish and Maintain Relationships: Ability to deal effectively, establish and maintain effective communications and relationships of trust and mutual cooperation with both internal and external customers at all organizational levels. Competency Three: Analysis: Ability to analyze, comprehend and apply decisions derived from a variety of data or complex information, and to recognize implications of internal and external trends and changes, with a home loan program or mortgage technology. Competency Four:Written and Oral Communication: Ability to communicate clearly and concisely in an effective manner, both orally and in writing, on complex, analytical, technical and policy related matters for a home loan program. Specifically must demonstrate writing experience in drafting, organizing, editing, and proofreading letters, documents, and reports and an oral style that demonstrates the ability to obtain the cooperation of others at all levels. Competency Five: Supervision: Ability to manage and/or supervise (plan, organize, direct, review, etc.) the work activities of subordinates.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary; some walking and light lifting within the work area may be required.
