This position is located in the Office of Management, Financial Management Division, Accounting Branch, in Washington, D.C., and serves as Chief, Financial Reporting and Analysis Section, and is primarily responsible for the monitoring and preparing of financial statements, developing financial policies and reviewing the implementation of financial procedures, leading efforts and responses in conjunctions with annual financial statement audit in accordance with the CFO ACT of 1990.

Serves as an authority and exercises a wide-range of discretion in interpreting and analyzing policies and instructions of DOJ relating to financial matters for the Financial Manager/Deputy CFO; takes into account the operating and administrative needs of the Bureau; establishes practices and policies that impact all Bureau organizations and various commercial entities in order to meet legislative mandates.
Serves as a member of the Financial Management Division Leadership Team, participating in the formulation and implementation of policies, plans, systems and procedures to manage and continually improve the efficiency and effectiveness of the overall Bureau financial management program process.
Ensures the operation and adjustment of a comprehensive administrative and revenue accounting and reporting system; provides data for budget formulation, execution and control which serves as the basic tool for proper analysis and control of all business and financial operations of the Bureau.
Conducts special analyses and studies with respect to progress in attaining planned program accomplishments for use by management; reviews program achievements, past accomplishments in relationship to staff-years, program changes, economic conditions and other related cost.

Specialized Experience for the position is defined as experiencewhich is in or directly related to the position been filled such as; must have (1) year of specialized experience equivalent to at least the next lower grade, GS-13 or other pay systems in the Federal service;
Experience in fiscal methods, practices, procedures, laws, regulations, precedents, policies, and guides which apply to accounting organizations and reports, sources, types, and methods of accounting (including A-123, A-136, GAAP, FASAB, SFFAS, etc.).
Experience advising and providing counsel to employees regarding policies, procedures, and directives of management; Evaluating reports, analyzing facts and performing appropriate research and preparing detailed responses.
Experience in financial accounting standards, practices, and laws as they relate to accounting and CFO Act reporting in the areas of standard government general ledger, and financial reporting;
Experience in accounting and reporting for property, plant and equipment; inventory operations and accounting;
Experience in revenue and accounts receivable, managerial cost accounting; travel management; and systems audit trails and controls.

Certified Public Accountant (CPA) or a Certified Internal Auditor (CIA), obtained through written examination or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equal in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph a: and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
