Summary

This position is open to all current FDIC employees.

This position is located in the Legal Division, Corporate Operations Branch, Executive Secretary Section, Ethics Unit, Washington, DC of the Federal Deposit Insurance Corporation and provides alternative dispute resolution advice and counsel to all offices and divisions of the Corporation.

Responsibilities
  • Provides Alternative Dispute Resolution (ADR) consultation and advice to all branches and sections of the Legal Division on specific cases and matters, including contractual, professional liability, commercial, regulatory, liquidation and outside counsel matters.
  • Identifies and resolves complex legal problems related to ADR issues and in engaging in or overseeing legal research of those problems.

  • Prepares memoranda and other legal documents on very complex, sensitive ADR issues, including those involving questions of first impression which require extensive research, analyses and ingenuity to resolve.

  • Designs, delivers, coordinates and evaluates conflict management, ADR, mediation, and negotiation training for all Offices and Divisions. Oversees and provides guidance, review and direction to both internal and external instructors delivering conflict management, ADR, mediation and negotiation training to FDIC employees.

  • Provides other ADR training as requested, including at training conferences of other Offices and Divisions.

  • Interacts with other federal government agencies and represents the FDIC on matters of first impression in the ADR arena and represents the FDIC's interest on issues of ADR policy.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants must have one year of specialized experience equivalent to at least the CG/GS-14 level, in the Federal service.

Specialized experience is experience applying Alternative Dispute Resolution (ADR) principles, practices, and methods in accordance with the ADR Program guidelines and policies; and identifying procedures and practices to enhance knowledge and awareness of ADR to resolve workplace disputes.

There is no substitution of education for the experience for this position.

  1. Knowledge of the Administrative Dispute Resolution Act, Executive Orders 12778, 12871, and 12866, and subsequent ADR laws and regulations
  2. Ability to research, analyze and resolve complex legal issues and to communicate such matters clearly and logically in oral and written presentation, with appropriate recommendations.
  3. Ability to develop training and education materials and to deliver effective presentations on conflict management theory, principles, procedures and practices.
  4. Ability to design conflict management systems for various groups and problems.
  5. Ability to deal effectively with a wide variety of officials inside and outside the FDIC, especially with respect to sensitive matters.
