Capstone Corporation Data Analyst - CNIC N4 in Washington, DC, District Of Columbia
Capstone Corporation is currently seeking a Data Analyst to support Commander Navy Installations Command (CNIC) N4, located at Washington Navy Yard. CNIC is officially designated by the Chief of Naval Operations (CNO) as the Shore Readiness Integrator and single process owner for shore readiness. It is their responsibility as the Shore Integrator to respond to the requirements from the Fleet and other shore-support customers, and then design and transform installations consistent with these requirements.
This position will support the needs of the Facilities and Environment Directorate (N4).
Provides high-value business solutions and capabilities to support the Integration and Capital Investments Divisions.
Support shall include the areas of data analytics strategy, process improvement, knowledge management, and communications across CNIC and other organizations such as NAVFAC as well as Warfare Enterprises and Provider stakeholders.
Organizes the development, creation and update of Data Analysis Solutions and Model creation and provides interpretation in support of facility support and environmental functional areas.
Develops and implements solutions to assist the CNIC N4 in operating as an efficient and effective team.
Attends and supports program meetings, with a minimum support requirement of draft and final meeting notes, and uploading final documentation to a designated location or database.
Develops and/or refines program management Common Output Level (COL) Standards and, Macro Metrics, Mitigation Strategies in support of the data calls; recommends measurement tools, standards and methods to establish clearly defined outcomes to measure progress, or build models to define requirements.
Minimum education and years of experience:
Eight (8) years of related experience.
Working knowledge of missions, operations, structures and functions of CNIC and Navy staff and activities.
Knowledge to plan, program, and justify project funding requests through all levels of review in the chain of command up to and including Congress.
Detailed working knowledge of computers and standard database, spreadsheet, and word processing software programs to effectively maintain and manage data sets to administer the program.
Skill to communicate effectively, orally, and in writing, to discuss, present, justify, and defend program requirements and actions with all levels of management and line officials.
Knowledge and skill to research present facts, formulate recommendation and reports in a clear and concise manner.
Skill to function independently with minimal supervision, to exercise initiative in organizing work, and to act forcefully, effectively and tactfully with all levels of civilian and military management and other key personnel through Flag/SES rank at the activity, Regional Commander, TYCOM, SYSCOM, mission claimants, OPNAV, SECNAV and other agencies, Unified Commanders, JCS, and OSD.
Familiarity with financial programs such as PBIS, SABRS, CFMS, eProjects, Maximo and other websites and databases.
Ability to determine patterns and like values to pull the disparate data together to provide guidance and recommendations for creating business solutions.
Knowledge to define parameters and organize extremely large amounts of data into usable form. Required are research, coordination, analysis and recommendation on issues that impact Program Resources and business practices.
Minimum clearance requirement:
Final DoD Secret clearance.
