Jhpiego Monitoring & Evaluation Officer in South Africa

Monitoring and Evaluation Officer needed to support the design and implementation of a program monitoring and evaluation framework and information system to track delivery of a national quality management framework for Project IQ in South Africa, a PEPFAR/CDC-funded voluntary medical male circumcision (VMMC) for HIV prevention quality and safety project in South Africa. This includes leading data quality control, data analysis, reporting of data collected for quality assessment of VMMC services, and promoting learning and knowledge sharing of best practices and lessons learnt. Officer also supports all the technical staff in M&E functions for this project. South African nationals are strongly encouraged to apply. This project is expected to last through March 2020 and is contingent upon annual funding from CDC.

  • Oversee the development and implementation of the Performance Monitoring Plan (PMP) to capture project performance and results, including routine results reporting, baseline and endline assessments

  • Develop and oversee data flow pattern for multi-stakeholder quality management program that will ensure integrity and availability of continuous quality improvement (CQI) and quality assurance (QA) data

  • With Project Lead, work with VMMC service providers at other organizations and their facilities to support timely data collection and reporting

  • Lead data verification, analysis, and both routine and adhoc reporting, including data export, visualization (dashboards, figures), and narrative

  • Manage complex database with multiple levels of user access, troubleshoot issues, and work with Jhpiego Digital Health team as needed to recommend improvements to functionality and accessibility

  • Lead progress and annual report development to donor, as appropriate

  • Ensure high-quality implementation, consistent with South African national health guidelines, protocols, information and reporting systems

  • Ensure quality of data through data verification procedures, including routine data reviews and data quality audits

  • Cultivate strategic M&E relationships and alliances with other VMMC projects and represent M&E activities in public and professional circles through meetings, conferences, and presentations

  • Promote and support the dissemination of project information among the project team

  • Coordinate all M&E capacity-building activities with project staff, implementing partners and facility staff

  • Advanced degree in a relevant discipline, such as mathematics, business, statistics, epidemiology or public health, or equivalent experience

  • 5+ years’ experience designing and implementing M&E activities for complex programs in developing countries

  • M&E experience in HIV, quality management, or health systems strengthening program

  • A firm command of the M&E issues with respect to improvements in quality of health services and support programs

  • Demonstrated experience in setting up and managing M&E systems that track performance of quality improvement activities against program objectives

  • Demonstrated experience in database management

  • Working proficiency with Commcare mobile data collection platform strongly desired

  • Working proficiency with Tableau, Power BI, or similar data visualization software strongly desired

  • Demonstrated analytical skills to measure the outcomes of the project’s activities

  • Strong writing and organizational skills for monitoring and reporting on program outcomes and impacts

  • Professional-level proficiency in oral and written fluency in English language

  • Proven expertise in quantitative and qualitative methodologies, health management information systems, reporting, data quality assessments, data analysis and presentation

  • Demonstrated strong coordination, teamwork and planning skills with proven ability to function effectively with multiple counterparts in both the public and NGO sectors

  • Strong facilitation, communications and writing and skills, including demonstrated technical writing skills for publications

  • Ability to work effectively with diverse international team

  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform

  • Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Access

  • Proficiency in word processing and Microsoft Office

  • Ability to travel up to 30% nationall
