The System Design & Performance (SD&P) Directorate is responsible for systems engineering, algorithm development, guidance, navigation and control, and system modeling & simulation for Raytheon Missile Systems (RMS). Risk and Opportunity Management (R&OM) is part of the Systems Design Center (SDC) and the Sr. Staff, R&O and Design Execution Department with a focus on Development and Production programs. Additional information about RMS and Tucson, AZ SDC is currently looking for R&OM applicants who: Apply Strategic Vision to identify Top Program R&O, Technically lead successful Risk Mitigations & Opportunity Realizations, excel in partnering and customer service, Possess strong innovation & execution skills Key Responsibilities (Essential Functions): R&O engineer is a member of the Program Management Team and is responsible to: Lead and facilitate the R&OM process – Provide counsel to Program Leadership on Risk & Opportunity validity, assessment and handling Brief Technical Performance Risks to customer Engineering Leadership / Brief Programmatic R&O position to customer Program Leadership Train others in the R&OM processes, tools, and methods Perform R&O analysis to support program decision making / Lead R&O review boards and R&O "Walks" (R&O identification meetings) Manage development of new risks and opportunities, Assess & track risk mitigation plans and opportunity capture plans Administer R&O databases Lead supplier R&OM implementations Prepare Proposals and develop Basis of Estimates (BOE) / Support Financial Reviews – especially Estimate at Complete (EAC) reviews Job Description: As an R&O engineer, tasks will include ensuring programs meet commitments via improved R&OM effectiveness, developing and deploying R&OM methods and measures that provide value to the programs, effectively interfacing with senior program personnel and the customer to ensure clear communication of program R&Os, and providing excellent customer service, innovation and execution. The applicant shall need to apply advanced technical expertise in the identification of risks and the development of mitigation plans and will be leading risk review boards for a variety of teams, including program management, IPTs and customers. The R&OM facilitation supports large, high-profile programs including factory area. The candidate must have a working knowledge of engineering disciplines to be effective in the development of plans, as well as a broad knowledge of major functional areas (Supply Chain, Operations, Quality, Test Systems, Finance, Planning) and program office concerns (cost, schedule, staffing). The candidate will manage and control risks through the implementation of a database and associated reporting. The candidate will be advisory support to management and customers for the application of the R&OM process. The candidate may be called upon for occasional travel to conduct risk engagements with supplier partners and customers. The intent is that the candidate is visible at program staff level but is also available to risk owners at all program levels. Security Requirement: Existing Department of Defense (DoD) issued Secret Security clearance or ability to acquire one. Required Education, Skills, and Experience: BS in Business, Engineering, Computer Science, Physics, Industrial Management, Mathematics, or related field with ten (10) years of experience as described below (or MS and 8 years of experience or PhD with 6 years of experience) The ideal candidate shall have previous leadership experience in systems engineering and risk management to drive proactive problem preventions and process improvements by applying effective R&OM. The candidate must possess strong presentation, writing and training skills. Past applied experience conducting and documenting effective meetings, often with high-level personnel, with limited time and demanding expectations. Professional experience engaging with suppliers to realize benefits of the Raytheon R&OM Process. Desired Skills: Advanced Degree in Engineering, Computer Science, Physics, Industrial Management or Mathematics Understanding of the interaction between product subsystems Development process Manufacturing Engineering, Quality Engineering, Design Engineering Testability and test coverage Understanding of Analysis techniques, Understanding of Statistical Techniques – including conditional probabilities Basic understanding of Reliability Engineering Failure Modes and Effects Analysis (FMEA) Understanding of Contractual Scope Inputs and Outputs for estimate at complete (EAC) Earned Value Management System (EVMS) Integrated Master Plan (IMP) / Integrated Master Schedule (IMS) / Planning & Baseline Change Request Process Working Knowledge of Proposal Development Collaboration with Program managers, IPT Leaders, Financial Leaders and analysts, and Program Integrators This position requires the eligibility to obtain a security clearance.
