The Red Cross is seeking aCommunity Recovery Specialist to work for our Long Term Recovery (LTR) Program , supporting the Volunteer activity of the Hurricane Maria Puerto Rico Long-Term Recovery Program in Puerto Rico.This is a full time, benefits eligible positionthat is expected to last up to 18 months.

Job Summary:

The Community Recovery Specialist serves as functional support in a Red Cross Region for the Recovery Program Support function. Provides technical expertise, training, and implementation of recovery and individual disaster preparedness and mental health programs. This position collaborates with employees and volunteers in the disaster territories to build capacity in the local community for the disaster cycle.

Specific functions of this position include program implementation, collaboration with employees and volunteers, and soliciting feedback from end customers. Works to perform these functions according to the program direction provided by the Recovery function at headquarters.

Responsibilities:

Facilitate long-term recovery by providing disaster preparedness support and connection to local resources Plan for preparedness programs, to partners and communities throughout the Long Term Recovery (LTR) program Ensures that American Red Cross services are available to diverse communities May participate in Long Term Recovery Group meetings In collaboration with LTR partners and Recovery Specialists, liaise with voluntary, faith-based and community based organizations (VOAD community) as well as emergency management community for post-disaster recovery program implementation Act as SME to LTR program team and volunteers on issues relevant to preparedness training and recovery activities Continuously monitor training outcomes and all data indicators to inform service delivery decision, emerging needs and trends in LTR program progress Participate in the recruitment, development, training, and readiness of a leadership cadre of volunteers delivering LTR program services Provide community preparedness training to LTR program partners and community groups Order and organize all training materials and deliver to trainers Where necessary, join instructors to maintain appropriate student to instructor ratios Provide adequate supervision of teaching areas to ensure participant's safety Submit course records and evaluations according to American Red Cross LTR program standards Ensure that all courses are taught according to American Red Cross LTR program standards and instructor is using current Red Cross materials Continuously ensure that all training material is current

Qualifications:

Education: Bachelor's degree or equivalent combination of education and experience.

Experience: Minimum of 3-5 years experience with social services or service/program delivery. Ability to coordinate staff and volunteer activities. Ability to interpret program trends, results, and related data to formulate recommendations. Ability to manage multiple priorities with strong skills in planning and problem- solving. Ability to relate well and effectively with diverse groups and individuals. Spanish speaking preferred.

Management Experience: Minimum of 6 months to 1 year supervisory experience preferred.

Skills and Abilities:

Bilingual in Spanish and English preferred.

Excellent interpersonal and English and Spanish verbal and written communication skills. Demonstrates in-depth knowledge of program or service. Demonstrated ability in creating presentations and developing training modules. Develops strategies to achieve organizational goals. Demonstrated analytical and decision- making skills to develop creative processes for continuous program or service improvements. Proven track record of collaboration, facilitation, problem solving, marketing, leadership, and partnership management. Additionally, this position requires ability for planning, public speaking, project management and process improvement. Individual must be customer oriented, organized, and able to operate with an orientation toward solutions, with an external focus, and team orientation.
