This Pharmacy Associate Service Chief functions in a multi-faceted teaching medical center which is affiliated with the Medical College of Wisconsin, Marquette University School of Dentistry, and has approved medical and dental residency programs. In addition to the Medical and Dental residency programs, the Center is affiliated with many other schools and allied health care agencies. This Medical Center is involved with a multitude of outpatient clinics all serviced by the outpatient pharmacy. The medical center, through its affiliation with the various institutions, has a very active research program consisting of approximately 100 research protocols that involve pharmacy participation. Other general duties include the following elements. Major Duties:
- Works with the Clinical Pharmacy Manager to develop and maintain effective clinical pharmacy programs from a cost and patient outcome perspective.
- Provides direction of clinical pharmacy programs and the supervision of clinical activities of staff pharmacists, and interns.
- Coordinates the Pharmacy quality improvement program to ensure that operations, procedures, and use of resources are reviewed and evaluated on a continuing basis and corrective actions are taken when indicated to improve quality and efficiency.
- Safely and effectively provides therapeutic drug monitoring services to VA patients through a host of clinical pharmacy programs.
- Develops, implements, and/or maintains a plan to effectively provide services to support special programs medicine, surgery, psychiatry, neurology, and long term care.
- Sets up educational programs for the staff pharmacists and technicians to keep them abreast of the newer technologies of drug and medicine as it pertains to pharmacy.
- Utilizes sound personnel management practices by selecting qualified personnel and assigning personnel in accordance with knowledge, skills, and abilities.
- Formulates final decisions in planning, organizing, directing, and evaluating the entire operation in order to maintain efficiency and economy.
- Exercises fiscal management and responsibility in administering the pharmacy budget by monitoring expenditures and keeping management apprised of situations affecting the budget.

(TRANSCRIPTS REQUIRED) OR Must be a graduate of a foreign pharmacy degree program that meets the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). (DOCUMENTATION REQUIRED) Licensure: Must possess a full, current, and unrestricted license to practice pharmacy in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or in the District of Columbia. (MUST PROVIDE A COPY)
Grade Determinations: In addition to the Basic Requirements above, applicants must meet the following grade requirements.
SPECIALIZED EXPERIENCE GS-14 LEVEL: You must have at least one (1) year of experience equivalent to the next lower grade level (GS-13) or equivalent, which is directly related to the Pharmacy Associate Service Chief position. The Pharmacy Associate Service Chief functions include, but are not limited to: being responsible for coordinating multiple programs in pharmacy service in a medical facility. Serving as the Acting Service Chief in the absence of the Service Chief. Developing and maintaining a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. Responsibility for pharmacy utilization of resources and budget. Making selections, assigning personnel, and serving as a mentor to help employees develop their full potential. In addition, you must fully demonstrate the following KSAs: 1. Skill in persuading others and gaining cooperation to accomplish goals. 2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. 3. Skill in utilizing regulatory and quality standards to develop and implement operational programs. 4. Skill in managing multiple and diverse people or programs. 5. Skill in utilizing available resources to support the mission and goals of the organization. 6. Ability to plan, organize and direct the functions of the pharmacy staff.
