The William S. Middleton Memorial Veterans Hospital in Madison, WI ( is a 129 bed facility that provides tertiary medical, surgical, neurological, and psychiatric care, and a full range of outpatient services. This facility serves 130,000 Veterans who live in 15 counties in south-central Wisconsin and in five counties in northwestern Illinois. The Madison VAMC is also the specialty care referral center for an additional 57,000 Veterans who reside in the Tomah VAMC primary service area, is affiliated with the University of Wisconsin School of Medicine and Public Health, and is physically connected to the University of Wisconsin Clinical Science Center which includes the UW Hospitals and Clinics, and supports a Vet Center in Madison.

Madison VAMC is responsible for community based outpatient clinics (CBOCs) at Janesville, Baraboo, Beaver Dam, WI, and Rockford and Freeport, IL and a primary care annex at Madison West Clinic, and is one of eight facilities that comprise Veterans Integrated Services Network 12 (VISN12) which is administratively headquartered at Hines, IL, and includes facilities in Illinois, Wisconsin, Michigan, Indiana and Minnesota.

This position is located in Ambulatory Care Service. The primary purpose of this position is to provide support to the Manager of the Primary Care Section of Ambulatory Care Service by performing analytical and evaluative processes required by the Primary Care Management Module (PCMM). The PCMM is a management tool used by the service to assist with Primary Care activities. It provides for setting up and defining a clinical team, assigning staff and patients to the team, and assigning patients to a specific practitioner within the team, thereby assisting the service line in meeting the VA, VHA, VISN 12, and the medical center goals and objectives related to nationally established performance measures. The Primary Care Section consists of carious outpatient clinics in addition to the Primary Care Program within the Ambulatory Care Service. Ambulatory Care Service is also affiliated with the University of Wisconsin Hospital, Medicine Residency Program, University of Wisconsin-Medical School Physician's Assistant Program.


  • Provides support to the Manager of the Primary Care Section of Ambulatory Care Service by performing analytical and evaluative processes required by the Primary Care Management Module (PCMM).

  • Provides assistance to Primary Care, for devising and optimizing clinic profiles, identifying optimal space requirements and equipment needs, negotiating space requirements and arranging for special clinical personnel and equipment needs.

  • Collects, reviews, analyzes and interprets data regarding clinic usage to measure the clinic's effectiveness and efficiency of providing care.

  • Proactively monitors service cancelation trends and makes recommendations on appropriate action or suggests alternatives for identified problems.

  • Compiles performance measurement data and prepares reports for management review.

  • Participates in strategic planning for Primary Care.

  • Acts as administrative liaison for Residency and Physicians Assistant programs at University of Wisconsin-Madison, School of Medicine.

  • Participates in planning an optimal learning experience for residents and students by matching a student's or resident's clinical experience with program requirements, staffing and space constraints.

  • As Primary Care Management Module (PCMM) Coordinator the incumbent tracks patients, their assigned providers, and the provider's assigned panel.

  • Interprets national and VISN directives and policies regarding PCMM.

  • Serves as primary resource person to staff on procedures, protocol and policies of PCMM.

  • Is responsible for implementation, coordination and integrity of the PCMM database.

  • Verifies, compiles, analyzes and presents data regarding the integrity of the PCMM package for Primary Care, VISN and national reports.

  • Performs other related duties as assigned.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

You may qualify based on your experience and/or education as described below: * Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the Residency and Physician's Assistant program requirements of the hospital affiliations with the University of Wisconsin, Madison School of Medicine. Knowledge of hospital specific computer programs such as VISTA, CPRS, DHCP, and the Primary Care Management Module extensive enough to record data and retrieve information for reports. Knowledge of computer software such as MS Word, Powerpoint, and Excel, in order to complete reports and correspondence. Knowledge of the major issues, program goals and objectives, work processes and administrative operations of Primary Care within the medical center. Experience in completing reports and skill in oral and written communications. OR, * Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you mut have 2 full years of progressively higher level graduate education or masters or equivalent graduate degree (such as an LL.B. or J.D.) which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, * Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education as described above.
