As part of Citi Finance’s transformation efforts, the Record-to-Report Global Process Owner (R2R GPO) organization is charged with leading Finance’s efforts to provide accurate information of the highest quality to our customers, shareholders and regulators, grounded in developing and instituting the most efficient processes to do so. R2R processes are comprised of those sets of activities that begin with defining and establishing appropriate data standards and ensuring readiness for consumers, standardizing the accounting and processing of transactions to financial systems, implementing a comprehensive set of integrated financial closing processes, which then culminates with instituting common and optimized financial / regulatory reporting processes.

A new Global Process Owner for Qualified Financial Products (QFC) was established within the R2R GPO team. The newly created role of QFC Global Process Owner (GPO) will have full accountability and responsibility to transform the existing QFC processes through a combination of program redesign, shared services integration, resource/location strategy optimization, data/content standardization and technology enhancement/automation.

The objective of the QFC GPO is to develop, implement and own policies governing QFCs and ensure that effective procedures are operative to:

  • Record all QFC agreements and transactions (with specific visibility to key attributes), for all entities, all products

  • Investigate identified exceptions to rectify and remediate

  • Ensure through regular reconciliation and completeness checks that all necessary financial balances and financial / regulatory reporting of QFCs, or use of QFC information in comprehensive reporting, is complete and accurate

  • In partnership with key internal constituents, ensure appropriate system architecture is in place to meet the recording of QFC agreements and transactions

  • Ensure key agreement terms and provisions are recorded consistently and accurately

  • Work with the various functional teams that report either financial activity or other QFC related information to regulators to ensure that the respective QFC definitions / scope of reporting

Key responsibilities include:

  • Support the Head of QFC and the Resolution and Recovery QFC work streams

  • Coordinate with cross-functional teams to deliver a single QFC strategy for Citi, leveraging shared service centers where appropriate

  • Contribute to the continuous improvement / re-engineering team for the future state QFC process, leveraging the FRI and Legal organizations

  • Assist in the management of the overall pipeline of new QFC related regulatory requirements and their implementation (in consultation with the Regulatory policy groups)

  • Ensure adequate documentation for all components of the QFC process

Qualifications

  • Broad leadership experience in related Finance and/or Risk functions

  • Specific experience in dealing with, or supporting the financial aspects of, QFCs a plus but not required

  • Outstanding analytical, strategic and problem solving skills coupled with strong finance, risk and internal control expertise

  • Proven track record of operating in a large global business. Direct experience with process and technology transformations

  • Outstanding communication and interpersonal skills, with the ability to build a broad base of support among key decision makers

  • Ability to influence and help drive change

  • Strong written and verbal communication skills

  • Ability to understand the strategic direction and deliver successful results in a complex and cross functional organization

  • Ability to manage multiple programs/initiatives simultaneously and prioritize appropriately.
