Management Sciences for Health Procurement Analyst in Kyiv, Ukraine

The Procurement Analyst is responsible for supporting procurement activities in Ukraine with the purchasing of goods and commercial services in accordance with donor regulations and MSH policies through competitive solicitations for the purchasing of goods and commercial services.

He or she is responsible for ensuring the smooth operation of technical efforts and field activities by providing procurement and purchasing support to facilitate the implementation of the activities under SAFEMed in Ukraine.

The Procurement Analyst ensures that procurement activities are conducted according to MSH regulations, standard operating procedures and good business practices.

Procurement Support (100%)

  • Receive purchase requests and under the oversight of the Finance and Operations Manager, create purchase orders, track status of procurement actions, and provide on-going feedback to project and office staff on next steps. Continue tracking throughout the process, up to and including delivery of goods to final destination.

  • Prepare documents such as Request for Quotations (RFQs) and complete terms and conditions, email RFQs to vendors, track receipt of quotes/proposals, analyze quotes/proposals, select vendors, develop purchase orders/contracts, and ensure written prior approval is received from the donor when required prior to making a purchase.

  • Assist in developing of and issuing Request for Proposals (RFPs) and maintain resulting contracts, as delegated by the Director of International Procurement. Assist in sourcing products on the Internet.

  • Ensure regular clearance verifications are obtained on all active vendors.

  • Support in checking the delivery of goods/service from local vendors by contacting vendor through telephone and getting PODs. Scanning PODs with all related necessary documents, cross checking PODs against the purchase orders that were issued.

  • Request/initiate payment of local procurement in attaching all the necessary documents and follow up until the final approval. Transfer the document to finance for payment after approval.

  • Process invoices (reconcile with purchase order, packing slip, and confirmation of receipt) for all purchases made for assigned countries. Provide necessary supporting documentation to Accounts Payable as needed.

  • Collect and mange product samples from local vendors when required.

  • Assist in maintaining and updating the inventory documentation list

  • Provide a harmonious working environment which conforms to all legal and procedural requirements of the operations of MSH within Ukraine.


  • Required: Bachelor's Degree


  • Required: 2 years of experience

  • Preferred: 2-4 years of purchasing/analyst experience

Knowledge and Skills

  • Skilled in Google docs, Google drive, Microsoft Office including Excel, Word, and Power Point.

  • Knowledge of donor procurement regulations, including FAR and AIDAR preferred.

  • Detail-oriented with excellent interpersonal skills and ability to work in a team.

  • Demonstrated organization, planning, time-management, and problem-solving skills.

  • Experience with managing the logistical aspects of workshops, training courses or meetings, including assistance with arranging for the travel, lodging, and registration of participants.

  • Fluency in Ukrainian and strong ability to communicate in English including reading, writing, and speaking skills. Proficiency in Russian is helpful.

  • Ability to work independently, prioritize tasks and to take initiative.

  • Experience in administration of complicated processes.

  • Advanced negotiation skills.

  • Experience with Ukrainian public health sector preferred.
