Management Sciences for Health Technical Director, MNCH/FP in Kabul, Afghanistan
Management Sciences for Health (MSH) is seeking a Technical Director, MNCH/FP for a potential 5-year MNCH and/or Health Systems Strengthening program in Afghanistan. This project will support the introduction, scale-up, and sustainability of high-impact FP/MNCH interventions in Afghanistan.
The Technical Director, MNCH/FP will manage the technical aspects of the project’s scope of work, and contribute significantly to the effective and timely implementation of the project. S/he will provide the technical leadership necessary to increase access to, quality of and community demand for priority health services. S/he will be responsible for providing leadership for integrated health program’s technical areas including, Maternal, Newborn and Child Health (MNCH), Family Planning (FP), and Reproductive Health (RH). The Technical Director, MNCH/FP will be responsible for the design and management of technical activities to strengthen health systems. S/he will support the Chief of Party in the design, roll-out, and day-to-day management and implementation of interventions.
This position is subject to project award and funding.
Design and implement programs to strengthen and scale up integrated community-based and health facility programs to increase access to and the quality of family planning, maternal, newborn and child health services.
Collaborate with hospitals’ staff to develop a program to strengthen the quality of emergency and referral maternal, newborn and child health services.
Manage a program of technical support to schools of midwifery in collaboration with the Ministry of Public Health Maternal Health Department and the Afghan Midwives Association.
Provide technical support to the MOPH Reproductive Health Division and the MOPH Child and Adolescent Health Department in their policy and stewardship roles.
Coordinate the projects work with the private sector.
Master’s degree in public health, or a relevant discipline, preferred. Clinical training is considered an added advantage.
Minimum of 7 years of senior-level experience managing family planning, maternal, newborn or child health programs (US Government funded experience preferred), with demonstrated success in achieving results in health services strengthening and quality assurance.
Familiarity with the structure, systems and policies of the health sector in Afghanistan or of close collaboration with the Ministry of Public Health.
Proven technical knowledge in reproductive health and/or child health, conceptual and analytical ability and strategic vision.
Demonstrated ability to build and maintain effective working relationships with donors, project stakeholders, in-country collaborators, and staff at all levels of the organization.
Must be an effective public speaker; able to present to small groups as well as larger audiences that could include donors, partners and/or MOPH staff.
Excellent cross-cultural interpersonal skills. Proven ability to interact professionally with culturally and linguistically diverse staff, clients and consultants.
Able to travel to provinces, as the security situation allows.
Proficiency in one local language is an asset, but not required. Fluent English is required.
