DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The City of Houston's Department of Housing and Community Development (HCDD) works to create safe, stable, and complete communities by funding projects related to affordable homes, public facilities, economic development, public services and infrastructure. Partnering with non-profit, governmental, and local entities, HCDD seeks to strengthen Houston's neighborhoods, provide true housing choice and execute the Mayor's vision for One Houston with complete communities throughout.

To achieve this vision, HCDD is seeking a Financial Analyst IV to join its team. In this position, you will oversee budgets for disaster recovery and special purpose grants.

Key Responsibilities

  • Prepare and coordinate financial and management information related to project accounting using various software and data tools.

  • Research, analyze, summarize and disseminate relevant financial and budget information to senior management.

  • Evaluate viability of projects, including management, organizational and financial analysis.

  • Exercise project control and regulatory oversight.

  • Provide timely response to internal and external inquiries, professional customer service and technical assistance.

  • Review and reconcile SAP, including subledgers, budgets, grants and project activities.

  • Prepare SAP budget transactions to set up contract funding, revisions, transfers, reprogramming, amendments, journal entries and other documents relevant to certifying funds for projects.

  • Assist in preparing, reviewing and interpreting policies and procedures.

  • Perform other duties as required

Essential Attributes

  • Detail Oriented: Job requires a high level of organizational, time management and prioritizing skills, attention to detail and innovative problem solving.

  • Motivated: Must be a self-starter who is well organized with strong analytical skills and works well in a team environment.

  • Computer Literate: Experience in SAP is required. Must be highly skilled in Excel and be able to create and generate reports in Word and Access. Must be fluent in MS Office suite.

This is a grant funded position subject to cancellation when funds are depleted and/or contract period ends.

WORKING CONDITIONS

There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.

MINIMUM REQUIREMENTS

MINIMUM EDUCATIONAL REQUIREMENTS

Requires a Bachelor's degree in Business Administration, Accounting, Political Science, Psychology or a closely related field.

MINIMUM EXPERIENCE REQUIREMENTS

Six years of professional experience in finance, economics, budget analysis or a closely related field are required.

A Master's degree in Business Administration, Public Administration or a field closely related to the work being performed may be substituted for two years of experience.

PREFERENCES

Preference will be given to candidates with:

  • Strong SAP experience

  • Strong experience in managing and reporting on federal grants

  • Advanced MS Excel proficiency

  • High level of organizational, time management and prioritizing skills

  • Detail oriented

  • Innovative problem-solving skills

  • Professional experience in finance, economics, budget analysis

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
