Responsibilities

If selected for this position, you will join a well-respected team as a Paralegal Specialist in the Financial Litigation Unit (FLU) in the U.S. Attorney's Office for District of Puerto Rico. You will provide a variety of paralegal work requiring a specialized knowledge of processes, procedures, and practices to support the work of the Financial Litigation Unit. Typical work assignments will include:

  • Conducting interviews in both English and Spanish of debtors, employers and agency officials to determine the effectiveness pursuing legal action against debtors in default.
  • Researching case law, regulations, and policy, analyzing facts and evaluating approaches and making recommendations for course of action.
  • Preparing, reviewing, and organizing discovery and researching case law.
  • Preparing, reviewing, and organizing exhibits to be introduced at trial.
  • Proving assistance with deposition preparation, preparing deposition notices, preparing deposition notebooks with all relevant exhibits.
  • Preparing a variety of substantive legal documents to include various motions, garnishments, and other legal actions to effect necessary post-judgment action regarding debts owed to the U.S. government.
  • Reviewing and analyzing claims for legal merit and compliance with the Federal Debt Collection Act.
  • Reviewing, summarizing and outlining financial situation of the debtor and making recommendations on the most appropriate legal action.

Responsibilities will increase and assignments will become more complex as your training and experience progress.

Qualifications

Specialized experience is defined as performing paralegal or legal work which demonstrates a basic knowledge of legal research and ability to interpret legal decisions. Examples of specialized experiences may include the following: examining and processing a variety of legal documents; conducting research; drafting legal documents and correspondence; documenting findings and preparing recommendations; searching and reviewing legal references, case files, and other sources for information and data required by attorneys.

Education: Master's degree or equivalent degree OR two full years of progressively higher level graduate education leading to such a degree in law, criminal justice, public administration, business administration, or a closely related field OR LL.B or J.D degree.

Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year.

GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience.

Specialized Experience: One full year of specialized experience equivalent to the GS-9 level. Specialized experience is defined as performing a variety of paralegal or technical legal work which demonstrates a practical knowledge of law, the litigation and judicial process, and applicable rules, regulations, policies and procedures. Examples of specialized experiences may include the following: Researching, analyzing and summarizing relevant legal precedents. Analyzing appellate records to isolate facts pertinent to financial litigation legal issues. Preparing a variety of legal documents to include various motions, foreclosures, garnishments, and other legal actions to effect necessary post-judgement action regarding debts owed to the U.S. government.

Education: One of the following types of education in a related field (e.g., Criminal Justice, Law): a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; or LL.M. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.

Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years.

Selective Placement Factor: A selective placement factor is determined to be essential for successful performance in this position. Those candidates who do not meet the following selective placement factor will be rated "not qualified" for the position.
