The Utility Systems Operator (USO) is an employee of the Operations Section in the Engineering Depart of VA Central California Healthcare system located in Fresno, CA. The USO is responsible for the safe operation of the high-pressure steam generation plant which consists of three (3) 300 horsepower fire tube boilers.

As a Utility Systems Operator in Engineering Service, you will be responsible for the safe operation and maintenance of the centralized boiler and chiller plant at the VA Central California Health Care System. Your duties will include, but are not limited to:
- Operate a high-pressure steam generation plant consisting of three, 300 horsepower fire tube boilers.
- Operate three 600 ton centrifugal R-123 chillers and associated ancillary equipment.
- Monitor an automated chlorine dioxide injection system.
- Operate and monitor multiple life safety and patient care related systems to include facility building management system-Metasys, Simplex 4100u fire alarm system, medical gas systems alarm panel, emergency diesel generator telemetry, diesel fuel storage tanks, main fire sprinkling ad suppression pumps, exterior facility lighting controls, and fire response team radio paging system.
- Responsible for key and fuel card control for facility GSA vehicle fleet.
- Field facility trouble calls and other Engineering service calls during off-hour tours.(Notification and dispatch only)
- Perform operator-level preventive and corrective maintenance on chillers, cooling towers, boilers, pumps, steam traps, and other associated equipment.
- Verify and inspect repairs and adjustments made by contractors or other staff.
- Perform steam fitting, plumbing, painting, and housekeeping duties within the utility plant.
- Perform minor electrical troubleshooting and repairs to include pump overhaul and electrical motor installation.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements. The screen-out element for this position is: Ability to do the job of a Utility Systems Operator without more than normal supervision.
JOB ELEMENTS: Those who meet the minimum level of experience and training for the screen-out element will then be evaluated in each of the following job elements:
Knowledge of equipment assembly, installation, repair, etc. Operation of equipment and machinery related to utility systems Use of measuring instruments. Use and maintain tools and equipment Ability to interpret instructions, specification, etc. (other than blueprint reading).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements/Working Conditions:The position requires walking, standing, climbing ladders, bending, lifting, carrying, pushing, and pulling moderately heavy loads daily and occasionally heavy loads. Must be in good physical condition, have good eyesight with or without glasses, and cannot be colorblind.
WORKING CONDITIONS: Exposed frequently to temperature extremes, drafts, dampness, water, and noise. Majority of work takes place in an industrial environment but does typically require work outdoors, exposed to the elements. Frequently encounter ladders, catwalks, confined spaces, etc. Could be subjected to hazards normally encountered in the trade.
Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
