Work Type: FULL TIME
Leads and coordinates the daily operations of a designated laboratory functional area (or shift), in collaboration with Analytical Specialists, Doctoral Directors, Laboratory Operations Director/Manager and department Chairman. Plans, organizes and directs the activities of section personnel to provide optimal, cost-effective delivery of services according to departmental standards of quality, productivity and performance.
Performs duties to support the goals and objectives of Geisinger Health System in its efforts to provide quality patient care and patient satisfaction.
Reports to the Laboratory Operations Manager, Laboratory Operations Director, or Core Laboratory Manager.
MAJOR DUTIES AND RESPONSIBILITIES:
*Supervises administrative operations in areas of responsibility.
*Maintains a staff of qualified personnel to assure quality testing and service. Selects, instructs and develops employees through careful interviewing, comprehensive training, delegation, and supportive coaching. Ensures competency of testing personnel.
*Prepares schedule to ensure adequate and appropriate staffing to meet service demands and maintain productivity standards.
*Organizes and submits annual performance appraisals.
*Prepares and monitors annual operating budget for section’s cost centers, forecasts workload for revenue projection, meets fiscal requirements.
*Collaborates the planning of capital purchases and leases with the appropriate section Doctoral Director and Analytical Specialist.
*Supervises analysis of cost for materials and negotiation of contracts to obtain favorable prices. Oversees section purchasing, receiving, and inventory management to reduce costs.
*Assures section's compliance with applicable regulations and accrediting standards. Knows and abides by Geisinger Health System and Geisinger Medical Laboratories policies and procedures.
*Successfully implements changes to operations as needed. Demonstrates receptiveness to new ideas and successfully helps other through change.
*Leads communication with employees through constructive techniques, renders appropriate recognition and acknowledgement of achievement, serves as a role model to the rest of the section team for effective communication.
*Actively supports the Quality Program and takes a leadership role in facilitating change to realize noticeable error reduction and service improvement.
*Assures timely, accurate and effective communication of laboratory results, with integration into the LIS database.
*Provides educational direction and opportunities for all levels of staff. Actively seeks input from Technical Specialists and staff, motivates them to seek and participate in development opportunities.
*Participates in and coordinates the development of policy and procedure manuals with doctoral director and system colleagues. Assures timely and regular review of procedure manuals.
*Assures technical problems are analyzed and resolved in accordance with established laboratory policies. As needed, reviews test results, quality control records, proficiency testing results, and preventive maintenance records. Assures remedial actions are taken whenever test systems/QA deviate from established performance specifications.
Performs other duties as required.

COMPETENCIES AND SKILLS:
Requires good organization skills and effective communication skills, as well as mature decision-making skills.
EDUCATION AND/OR EXPERIENCE:
A. M.A. or M.S. in Medical Technology or one of the biological, physical or chemical sciences from an accredited institution and a minimum of four years of relevant experience acceptable to the Pennsylvania Department of Health, or
B. B.S. or B.A. in Medical Technology or one of the biological, physical or chemical sciences from an accredited institution and a minimum of six years of relevant experience acceptable to the Pennsylvania Department of Health
