Responsibilities
  • Coordinates water management activities for the Wyoming Area Office (WYAO), including reservoir inflow forecasting, long and short term reservoir operations, water rights accounting, and hydrologic data collection and analysis.

  • Coordinates Safety of Dams, Review of Operation and Maintenance (RO&M;), and Emergency Management programs requiring regular inspections and reporting for 13 large dams and numerous irrigation diversion and delivery structures.

  • Prepares written reports and oral presentations to management, other Reclamation personnel, representatives of other federal or state agencies, irrigation districts, other entities, and the public regarding water management, Safety of Dams, RO&M;, and Emergency Management program activities and other subjects.

  • Provides supervision for two Civil Engineers, three Interdisciplinary Civil Engineers/Hydrologists, three Hydrologic Technicians, and two Civil Engineering Technicians.

  • As requested by the Area Manager, coordinates with WYAO, Regional, and Denver staff on security and law enforcement matters, serving as the area office security coordinator.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: Applicants must first meet the Basic Education Qualification Requirements listed below:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

  1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)*, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

  2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)** examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

  1. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

  2. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

ADDITIONAL REQUIREMENT: In addition to meeting the Basic Education Qualification Requirement, applicants must have additional education and/or specialized experience as defined below:

GS-13: One year of Specialized Experience equivalent in difficulty and complexity to at least the GS-12 level in the Federal service.

DEFINITION OF SPECIALIZED EXPERIENCE: To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:

Engineering experience in one of the following water management activities: reservoir inflow forecasting, reservoir modeling, water rights, or reservoir operations.

OR

Engineering experience in one of the following Safety of Dams activities: design, construction, operation, examination, or maintenance of concrete structures, earth embankment structures, or water conveyance structures.

OR

The Supervision/Leading of others in these activities.

Education

This position has a mandatory education requirement; you must furnish a copy of your transcript of college work completed (unofficial copy is acceptable). Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in you being rated not qualified for the position.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

For evaluating the quality of candidates for referral to the selecting official, a three-phased process will be used.

For the first phase, applicant resumes will be reviewed by Human Resources to ensure they meet the basic qualification requirements (see Definition of Specialized Experience). If applicants meet basic qualifications, they will continue on to the second phase and will be given an interim score based on the applicant assessment questionnaire, which will take the applicant approximately 30 minutes to complete when initially applying.

With information received from the applicant assessment questionnaire in the first phase, applicant's will be evaluated on the following "Knowledge, Skills, and Abilities (KSA's)":

  1. Knowledge and experience in reservoir/river operations and water use related to irrigation deliveries/diversions, hydropower generation, water rights, water accounting, floods, water storage, and basin-wide water needs.

  2. Knowledge of Safety of Dams Programs; experience conducting dam safety reviews; knowledge of operation and maintenance of dams and irrigation facilities.

  3. Ability to work under pressure in time sensitive or emergency situations requiring immediate action and effectively coordinate the activities of a team to achieve objectives within identified time frames.

  4. Knowledge of supervisory and leadership principles, methods, concepts, and skills required to supervise a workforce composed of professional and technical positions performing engineering and hydrologic work.

  5. Ability to communicate effectively both in writing and orally in order to effectively accomplish position duties.
