The purpose of the position is to serve as the Chief of Quality Management for a complex, affiliated, Veterans Affairs Medical Center. This position reports directly to the Medical Center Director. The Quality Management service ensures the integration of quality and improvement functions supporting Beckley VAMC's continuous improvement efforts. Quality Management is charged with ensuring high value care across all clinical domains and robust processes to support the provision of this care. The incumbent maintains supervisory responsibility for the staff within various Quality Management program sections to include: Accreditation and Regulatory Compliance, Utilization Management, System Redesign, Risk Management, External Peer Review program, and Infection Control.

The incumbent exercises critical judgment in other aspects of program review and improvement and provides consultative and supportive expertise and guidance in the following: clinical practice guidelines, data management, risk management, tort claims, protected peer reviews, institutional disclosures, administrative boards of investigation, utilization management, accreditation and regulatory requirements, system redesign and performance improvement, infection control, HEDIS and ORYX measures, and other areas based on the needs of the facility. The Chief, Quality Management oversees the overall functions and strategic direction of the Quality, Safety, and Value framework for Organizational Performance Improvement. The Incumbent ensures compliance with the VA Quality, Safety, and Improvement VHA Directive and all other directives associated with regulatory, accreditation, performance improvement and quality programs, including the ongoing operation of health care system-wide enterprise risk management functions. This includes the establishment and oversight of a standing committees charged with prioritizing improvement opportunities arising from analysis of data and input from multiple stakeholders. Incumbent serves as the technical advisor for the executive leadership team on quality and improvement initiatives, utilization management, risk management, accreditation requirements, VHA performance measures, and SAIL measures

Incumbent's managerial duties and responsibilities involve providing reccomendations to facility senior leadership based on recommendations from national oversight agencies such as the OIG, OMI, TJC, and other regulatory bodies which have a direct and substantial effect on the health care system and its programs. These include, but are not limited to decisions affecting the nature, scope and quality of the health care system's patient care programs and activities.

Incumbent directly briefs the Director(SES) and the executive leadership team on the status of pending issues, maintains an ongoing account of issues requiring follow-up, and ensures that action items are assigned appropriate and timely responses are achieved. Incumbent manages specific items as assigned by the health care system Director and seeks input from all members of the executive team and other appropriate health care system staff, constituents, and stakeholders.

Basic Requirements: * United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. * Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) ORIn cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. * Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: * Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.

Physical Requirements: The work is primary sedentary, although some light physical effort may be required.
