Jhpiego Director, Service Delivery in Baltimore, Maryland

Jhpiego is looking for a highly motivated and dynamic individual to fill the position of Service Delivery Director. Jhpiego has programs in 40 countries in Africa, Asia and Latin America and draws funding from the United States Government, corporations and other global donors. Through more than 100 programs across 3 continents, Jhpiego has cultivated a strong health infrastructure aimed at improving quality of care through the standardization, optimization and transformation of service delivery.

The Service Delivery Director will provide vision, leadership and oversight for the Service Delivery unit to ensure technical excellence across Jhpiego’s portfolio of projects aimed at strengthening service delivery through quality improvement, performance support, referral systems and networks of care and provider and community engagement. The Director will provide strategic leadership for programming across the organization, represent Jhpiego globally, and develop and maintain relationships that grow Jhpiego’s portfolio and strengthen its reputation as a global leader in quality of care. The Service Delivery Director will also oversee and ensure quality technical assistance to country programs, supervise and manage technical staff in the Service Delivery unit, and oversee progress towards unit workplans and monitor unit spending.

  • Drive the development and implementation of the vision and strategic plan for service delivery and develop and oversee progress of the unit workplan and special initiatives. Lead the conceptualization and development of new strategies and interventions for Jhpiego. Ensure strategies and programming is integrated and aligned with Jhpiego’s broader efforts to strengthen health systems and maximize public health impact.

  • Develop and maintain excellent professional relationships with colleagues, counterparts, and donors worldwide to maximize Jhpiego’s impact, including developing new business opportunities, securing funding, and contributing to positioning, leads development, and proposal design and production. Provide analysis of business development opportunities to Technical Leadership Office and New Program Development staff.

  • Ensure Jhpiego’s service delivery approaches are optimized and applied in the most efficient and effective ways possible across the variety of Jhpiego programs. Define measures of success for service delivery program data, identify country and global quality issues and trends and recommend strategies to resolve them.

  • Provide leadership for capacity building, coaching and mentoring of staff and local partners in quality of care and service delivery optimization, including defining the strategic direction for planning and organizing training, mentoring, and development activities of staff and in-country partners.

  • Oversee HR management of the staff of the Service Delivery unit and support efforts to build staff capacity in relevant areas including in field offices. Provide guidance and support to staff, deploy and maximize human resources across the unit, assign work functions, identify and acquire new talent and supervise staff.

  • Keep abreast of and ensure latest technical guidance on quality of care and service delivery are widely disseminated and used. Champion knowledge management principles within and outside the organization, including ensuring the transfer of state of the art knowledge, ensuring lessons learned and best practices are shared with staff globally, ensuring that Jhpiego’s work is published and disseminated widely in the appropriate repositories and channels, and by initiating global fora for sharing, disseminating, generating consensus and developing joint activities.

  • Ensure global leadership for Jhpiego in service delivery by serving on external advisory or working groups and representing Jhpiego in key global and regional technical meetings and committees. Present state of the art practices to USAID and other key stakeholders. Participate in the production of global guidance and reference documents, participate in or lead external advisory or working groups and drive peer-reviewed publication efforts for the Service Delivery unit.

  • Work collaboratively across other technical units to identify synergistic opportunities and harmonized quality programming and maximum integration of approaches across all Jhpiego clinical, technical and program areas. Ensure coordinated and quality provision of technical assistance to country programs, including drawing upon global data and trends to identify strategic opportunities, identifying needed shifts in technical approaches and implementation and by identifying opportunities to fill critical knowledge gaps.

  • Provide clinical and other technical assistance and strategic guidance to Jhpiego’s Global Program Office and to support county teams.

  • Manage unit activity budgets, be accountable for responsible and effective spending within the unit to achieve priority initiatives and activities. Monitor LOE across the Service Delivery unit staff to ensure appropriate distribution of technical assistance.

  • Identify strategic external communication priorities to build, maintain and expand Jhpiego’s reputation and oversee timely implementation and effective execution of identified priorities.

  • Clinician (midwife or doctor).

  • Advanced degree in public health, health administration, public administration, or related degree

  • 15+ years of progressively responsible international public health management, at least 5 of which include managing staff.

  • Strong technical and programmatic background in quality of care and service delivery, especially management, technical support and programmatic direction.

  • Proven leadership skills and expertise in strategic program planning, implementation and management

  • Proven experience in leading highly skilled and qualified technical personnel

  • Excellent understanding of USAID and other donor systems.

  • Strong change management, results oriented and decision-making skills

  • Excellent interpersonal and written and oral presentation skills

  • Ability to work in complex environments charged with multiple tasks, short deadlines and intense pressure to perform.

  • Ability to travel up to 30%, primarily to developing countries

  • Fluency in a second language (French, Portuguese or other major global language relevant to area(s) of focus)
