The Department of the Secretary of State is seeking candidates for a full time Senior Technical Support Specialist for the Office of Information Services. The position is responsible for the management and administration of the Department’s storage arrays, database servers, application servers, load balancers, and other supporting components in a complex environment. Those components are required to provide service to the citizens of the State of Maine as well as law enforcement, and to meet the requirements of Federal programs (such as the Commercial Driver License Information System). The work is highly technical in nature and requires deep knowledge of numerous products utilized by the Secretary of State, including but not limited to: NetApp Storage Arrays, Linux, Cisco 10g switches, and Barracuda load balancers. The position also works with and manages vendors, manufactures and contractors. It also requires the programming and maintenance of shell and Perl scripts.
Monitors and coordinates installation of vendor system software products and components in large server and network environment n order to meet current and long-range departmental data processing requirements.
Oversees and coordinates maintenance and updating of major operating and networking systems in order to ensure adequate interface of operational functions and applications systems and to identify and correct software problems.
Evaluates suitability and impact of software and hardware components on computer systems in order to advise data processing management.
Oversees and coordinates planning and maintenance of related computer system software and hardware components in order to ensure successfully day-to-day operation and maximize system utilization.
Ensures servers and networking devices are secured.
Ensures that servers and network equipment are operating correctly.
Oversees the coordinates isolation, identification, and correction of system software problems in order to recover full production status and prevent future failures and malfunctions.
Revises and enhances vendor system software products and packages in order to ensure most functional, efficient, and timesaving results are achieved.
Manages and optimizes performance of major mainframe and networking systems, and conducts capacity planning effords in order to maximize availiability of system resources.
Prepares materials and instructs data processing personnel in proper and efficient procedures and methods of computer software and hardware utilization in order to develop and maintain staff expertise.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the functions of high-level operating and networking systems and related software compenents such as assemblers, communications monitors, compilers, sorts, merges, utilities, databases, input-output software, and internal management software.
Knowledge of state-of-the-art computer hardware and software technology.
Knowledge of NetApp storage array administration and maintenance.
Knowledge of Linux/UNIX systems administration, maintenance and installation.
Knowledge of detailed operation of mainframe and peripheral hardware equipment components as they pertain to and interface with operation and networking system software and application systems.
Knowledge of performance measurement techniques for mainframe and networking computers and application systems.
Knowledge of ongoing cybersecurity threats and remediation.
Ability to generate, install and maintain computer operating and networking systems and related components.
Ability to plan, supervise and coordiant the work of technical subordinates.
Ability to adapt and enhance or modify computer operating and networking system compenents.
Ability to write, modify and implement shell and perl scripts to facilitate system administration and automation of tasks.
Ability to diagnose and correct system failures and malfunctions.
Ability to research and evaluate the suitability of computer software and hardware for a given use.
Ability to analyze a program malfunction, determine the cause and fix it.
Ability to establish and maintain good working relationships.
Ability to communicate effectively.
Eight (8) years of systems administration experience and/or analysis, design, and configuration of complex server and network systems. A Masters Degree in Computer Science may be substituted for one (1) year of systems experience or for one (1) year of analysis, design, and configuration of complex systems. Preference will be given to candidates with suitable and current NetApp certifications and experience.

Level 2: 95% State Contribution = $422.45 biweekly (Employee pays: 5%)
Level 3: 90% State Contribution = $400.21 biweekly (Employee pays: 10%)
Level 4: 85% State Contribution = $377.96 biweekly (Employee pays: 15%)
*The level of actual value of state paid Health Insurance will be based on employee’s wage rate and status with regard to the health credit premium program as of July 1, 2018.
