Primary duties focus on providing records and processing support, to include data entry, as well as customer service.

Duties: The incumbent serves as a Human Resources Assistant (HRA) at VA Maine Healthcare System. Duties include, but are not limited to, the following:
- Providing technical assistance in the recruitment and placement function;
- Writing and composing new vacancy announcements;
- Assisting customers with preparing the job analysis and other required documents;
- Determining basic eligibility of candidates; performing qualification determinations;
- Maintaining recruitment files;
- Answering correspondence from applicants;
- Assisting customers with establishing their profile in USA Jobs; with uploading documents to their profile;
- Answering inquiries pertaining the the vacancy announcement/qualifications;
- Providing in-depth counseling with regard to VA benefits;
- Providing information to employees regarding pay corrections, refunds, applications for service credit; voluntary contributions to the retirement plan;
- Assisting all employees in preparation of required benefits forms;
- Making required changes to employee records in the computerized personnel systems;
- Processing a full range of personnel transactions;
- Reviewing all required forms prepared by incumbent, in order to process benefit selection(s) and to determine Veteran's preference;
- Providing orientation to new employees in the areas of pay, leave, payroll, deductions, benefits, uniform allowances, agency and center policies etc.
- Processing employees separating from VA Maine, by preparing required separation documents and advising on status of benefits and
- Entering all personnel actions into the official HR processing system.
Promotion Potential: This is an entry level Human Resources Assistant position and may be filled at the GS 5, GS-6, or GS-7 grade level. Candidate selected at the GS-5, may be non-competitively promoted to GS-6, upon meeting regulatory requirements and with supervisor's recommendation; candidate selected at the GS-6, may be non-competitively promoted to GS-7, upon meeting regulatory requirements and with supervisor's recommendation. Selection at a lower grade level does not guarantee promotion to the full performance level (GS-7).

Typing: Candidate must be able to type 40 words per minute (wpm) or more, to be qualified for this position.
Time-In-Grade Requirement: Applicants who are current Federal employees, and have held a GS grade any time in the past 52 weeks, must also meet time-in-grade requirements, by the closing date of this announcement. For a GS-5 position, you must have served 52 weeks at the GS-4 level; for a GS-6 position, you must have served 52 weeks at the GS-5 level; for the GS-7 level, you must have served 52 weeks at the GS-6 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below: * Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. For a GS-5 position, you must have served 52 weeks at the GS-4 level; for a GS-6 position, you must have served 52 weeks at the GS-5 level; for the GS-7 level, you must have served 52 weeks at the GS-6 level. Examples of specialized experience would typically include, but are not limited to: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSAs), to successfully perform the duties of the position, and that is typically in - or related to - the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization as stated above. OR * Education: At the GS-5 level, applicants may substitute education for the required experience. To qualify based on education for the GS-5 grade level, you must have four (4) years of education above high school. There is no educational substitution for specialized experience at the GS-6 or GS-7 levels. As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. OR * Combination: Applicants may also combine education and experience to qualify at this level. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements at grade GS-5. For the GS-5 level, only education in excess of the first 60 semester hours (i.e. beyond the second year) is creditable toward meeting the specialized experience requirement. One, full academic year of study (30 semester hours) beyond the second year is equivalent to six (6) months of specialized experience. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
