This position is located in the Analytics and improvements section of the Charlie Norwood VA Medical Center. The primary purpose of this position is to analyzing, evaluating, and advising medical center leadership on Strategic Analytics for Improvement and Learning (SAIL) data to optimize resources utilization and information management.

Responsibilities

Directs and coordinates the administrative, operational, and planning activities for the Analytics and Improvement Program. Functions as the expert consultant, providing technical direction to action groups. Serves on numerous committees and provides subject matter expertise and guidance on a variety of issues and concerns. Prepares reports and maintains records of work accomplished utilizing methods as Share Point and Dashboards. Provides hands-on technical training and guidance to staff and advises them on administrative matters. Designs and implements numerous data reporting systems for inputting and displaying data.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/21/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

You may qualify based on your experience as described below: * Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: To qualify for the GS-13 grade level, you must have had one full year of specialized experience equivalent to at least the GS-12. There is NO educational substitute. Examples of specialized experience would typically include but are not limited to: work that consists of projects and studies which require analysis of interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs. experience developing detailed plans, goals, and objectives for the long-range implementation and administration of the program, and/or developing criteria for evaluating the effectiveness of the program.

Work that provided the ability to analyzes and formulate requirements for resource management information systems to support resource allocation targets for a medical care program including inpatient care, long-term care, and outpatient care, and an extensive medical education program. Experience that involves developing the overall systems concepts for the resources management systems data base, providing input on state-of-the-art systems design, defining new information requirements, and developing procedures and formats for timely and accurate reporting.

Experience leading evaluations of the output of information system components (e.g., outpatient care) to ensure that resource allocation objectives are being met and to assess effectiveness from a systems standpoint, analyzing, evaluating, and advising medical center leadership on SAIL data, provides operational support and expertise to executive leadership. Participates in discussions and decisions. You will be rated on the following Competencies for this position:

Physical Requirements:The work is sedentary. The work may also require walking and standing in conjunction with travel to and attendance of meetings and conferences away from the worksite. Occasional carrying of light items.
