This position serves as Program Manager for the Diplomatic Security Lock Program.

The incumbent is the designated Diplomatic Security Lock Program Manager, responsible for the oversight of all operations and activities associated with ensuring that overseas and domestic posts and facilities are secure and national security information is protected.

Responsibilities
  • Develops policies and standards for locking hardware and key schedules.
  • Serves as the technical expert for locks, hardline doors, access control systems, safe file containers, key control, and other ancillary equipment related to the protection of facilities.
  • Represents the Department on the Interagency Advisory Committee for Security Equipment Communication. Gathers and analyzes information within the U.S. Intelligence Community on the security and best practices for locking hardware.
  • Performs Government Technical Monitoring of lock support services provided by third party contractors on the Supply Chain Management Contract. Performs quarterly performance review metrics, budget preparation, tracking, and risk analysis.
  • Ensures all new vendor equipment integrates with current technical security systems. Conducts site visits to manufacturing facilities to provide expert technical guidance associated with requirements for physical security equipment.

Qualifications

Applicants applying for the GS-13 grade level must meet the following requirements:

Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service to successfully perform the duties of the position. Examples of qualifying specialized experience include:

  • Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment.
  • Reviewing and applying technical specifications and requirements.
  • Analyzing equipment and forecasting spare parts requirements.
  • Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders.
  • Analyzing contract specifications and examining pertinent equipment to determine if specifications are met.
  • Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement.

In addition, qualifying specialized experience must demonstrate the following:

  • Experience developing policies and standards related to Physical Security equipment and locking hardware.

  • Experience overseeing the quality assurance and control for lock and key equipment.

  • Experience interacting with locking hardware vendors to ensure new equipment integrates with current technical security systems.

  • Experience with electrical, electronic and mechanical technical security systems.

There is no substitute of education for specialized experience for the GS-13 position.
