THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

The selectee for this position serves as primary international Security Assistance Office Point of Contact and provides Foreign Military Sales/Security Cooperation Subject Matter Expertise to assigned Naval Sea Systems Program Executive Offices and Program Offices. The position is located with Comptroller directorate, Headquarters Naval Sea Systems Command, Washington D.C.

This position is part of the Acquisition Workforce Demonstration Project. The salary range shown in the announcement represents all of the positions within the band, equivalent to the GS-12/GS-13.

Duties

As a Program Analyst, your duties may include, but are not limited to:

  • Monitoring Foreign Military Sales Case life cycle performance and analyzing data.

  • Providing advocacy, oversight and subject matter expertise to promote the successful performance of NAVSEA Security Assistance Programs.

  • Working with FMS Case managers to identify and rectify case development, execution, or reconciliation issues.

  • Developing and maintaining metrics on business rules violations and other key performance indicators.

  • Ensuring FMS Admin Budget is executed in accordance with all applicable regulations and policies for assigned program offices.

  • Participating in Collaborative Reviews for new NAVSEA FMS cases as required.

  • Analyzing and prioritizing of FMS Administrative Budget as part of the Security Assistance Program and Budget Review process.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band (NH-02) or in another pay system at the GS-11 grade level or equivalent experience in the private or public sector reviewing, evaluating, or measuring the status of Foreign Military Sales to include providing budgetary recommendations and oversight for assigned FMS cases.Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training, and experience. This position has been identified as an Program Management Career Field at Level II.
