This position is located in the Special Proceedings Branch in the Criminal Division of the Superior Court of the District of Columbia. The Warrant/ Special Proceedings Office is responsible for many specialized functions and the handling of non-public (sensitive) information such as different types of sealed cases and the input and maintenance of warrant information. Additionally, this office is responsible for managing and handling sensitive information in law enforcement databases such as eAgent/WALES II, Department of Corrections (DOC), and JUSTIS in addition to CourtView. This office is responsible for various qualitative/quantitative investigations relating to Bench, Pen Registers, Arrest and Search Warrants as well as performing audit functions. This office also functions as a backup for the Criminal Finance Office and performs deposits, verifications and end of day close outs to the Criminal Division Cash Books.

  • Incumbent assists the Branch Chief by providing technical assistance, leadership/guidance and monitoring to the assigned workforce; sharing responsibility with the Branch Chief for the accomplishment of Division goals.
  • As assigned, performs the duties of the Branch Chief in his/her absence.
  • Provides technical assistance to the Branch Chief in the development and improvement of programs and other initiatives.
  • Evaluates policies, procedures, practices and prepares recommendations for improving the effectiveness and efficiency of branch functions.
  • Develops and maintains detailed written Standard Operating Procedures (SOP’s) to assist in the training of staff and the congruence of procedures relating to the Special Proceedings Branch.
  • Randomly samples employees’ work product to clarify procedures, identify best practices and to improve the branch’s ability to enact both rational and meaningful management decisions allowing optimal solutions to problems.
  • Incumbent identifies training and development needs of branch staff, provides training when possible and makes recommendations to the Branch Chief for outside training.
  • Performs assessment of employees and completes performance plans according to guidelines then submits to Branch Chief for review.
  • Participates in training conferences when necessary to enhance development of the branch personnel and leadership skills.
  • Acts as a back-up supervisor of Criminal Finance Office and assists with the end of day processing of finance cash drawers and makes deposits, etc., when needed.
  • Compiles statistical data for the Branch Chief as a means of creating branch statistics. Non-supervisory Duties:

  • Responsible for the timely input and clearing of warrants in the WALES/ NCIC system in the event of an emergency and staff shortages, requiring WALES certification and clearance.

  • Responsible for the processing of the Lock up List (research and clearing of warrants, whereby individuals are arrested and brought to Superior Court for hearing/arraignment) in the event of an emergency or staff shortages, requiring WALES/NCIC certification and clearance.
  • Responsible for serving judicial officers, attorneys, prosecutors and the public regarding inquiries (both phone and in person) related to arrest, bench, search warrants, out of state witness cases, grand jury and non-grand jury pen registers, and other Special Proceedings related functions.
  • Answers inquiries from other Criminal Justice and law enforcement agencies related to warrants, out of state witnesses, Rule 40 (Warrant of Removal), Interstate Agreement on Detainees (IAD) and other Special Proceedings related functions.

MINIMUM QUALIFICATIONS: High School diploma with at least seven (7) years of experience in a court, or legal office, which includes one (1) year of supervisory experience or successful completion of the DC Courts’ Management Training Program.

Experience with prisoner management and movement procedures- i.e, Lockup List, fugitives is preferred.

Graduation from the Courts’ Management Training Program may substitute for one (1) year of supervisory experience. You must provide documentation of your management training (i.e. copy of certificate) with your application.

PREFERRED QUALIFICATIONS: Preferred applicants will have an associate's degree or higher in legal studies, business, public, or human resources administration or a closely related field with three (3) or more years of experience in a court, or legal environment, plus two (2) or more years of supervisory experience.
