Lockheed Martin Subcontract Management Staff in Sunnyvale, California
Responsible for the management of supplier cost, schedule and technical performance on moderate-to-high-risk, modified Commercial Off The Shelf, performance specification and complex build-to-print subcontracts for commercial, DOD and international programs. Leads multifunctional subcontract management teams. Holds procurement delegation and signs supplier agreements and purchase orders within established authority. Leads the development of subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services for subcontract systems in support of development, production and global sustainment primes with multiple contract types. Prepares bid packages, conducts bidders' conferences, develops evaluation criteria, analyzes and evaluates proposals, negotiates subcontract provisions including price, selects or recommends subcontractors, writes subcontract packages, prepares awards and administers resulting subcontracts and required change activity.
Manage all efforts related to a large subcontract. This task involves all aspects of subcontractor oversight. These include developing a strong working relationship between Lockheed Martin and its subcontractor, maintaining clear insight into subcontractors' costs and cost control methods, schedule and schedule control methods, and the technical development of their products. It involves developing and coordinating a technical team to provide technical definition, direction, and oversight. The subcontract manager is responsible for coordinating all requirements development, cost and technical change orders, and buying off the delivered hardware and software. Have a working knowledge of the P321 customer team. Effectively communicate, coordinate and interface with specific government counterparts and their supporting team.
Basic Qualifications 1) Hold a BS in Optical, Mechanical, Electrical, Aerospace Engineering or Physics 2) Have an active Special Access security clearance (SSBI) 3) Have a minimum of 8 years experience in the field of engineering 4) Have a minimum of 2 years experience in subcontract management. 5) Demonstrated ability to lead team from inception through product delivery of complex electrical, optical or electro-optical systems. 6) Demonstrated ability to provide technical and management support to subcontractors. 7) Demonstrated strong closure skills & strong interpersonal communication skills. 8) Have willingness to travel often.
Desired skills 1) Capability to operate in a dynamic program environment where system, subsystem, and component requirements and designs must be invented 2) Experience as a Cost Account Manager working with modern Earned Value Management tools and processes
