Leidos’s Federal Health Operation currently has a job opportunity for a Systems Engineering Manager in San Diego, CA .

The candidate will be responsible for the direction, leadership, and tasking of technical staff; managing a team of software developers and system analysts in support of DoD Defense Health Agency projects. Responsibilities include the following. Manage software development tasks for the Ports, Protocols, and Services (PPS) Reporting System and the Performance Analysis and Reporting System (PARS) applications. Direct staff activities to enhance application software operations and functionality, and to respond to customer requests for changes. Manage engineering tasks in support of military treatment facility (MTF) network migration to the Medical Community of Interest (MedCOI). Perform analysis and Microsoft SQL Server database programming to automate PPS reports for each MTF, in order to improve the MedCOI migration schedule timeline.

Provide project planning, scheduling, management, and status reporting. Perform complex analyses to support the implementation of software and processes. Conduct problem and concept definition, system analysis, and requirements specifications. Perform difficult assignments and solve complex problems where analysis of situations or data requires an evaluation of intangible variables. Exercise independent judgment in developing methods, techniques, and evaluation criteria for obtaining results. Regularly interact with the staff of software developers and system analysts on matters concerning functional areas and/or customer tasking. Recommend technical approaches and alternatives for implementing various software solutions. Requires the ability to change the thinking of, or gain acceptance of others in sensitive situations. Act independently to determine methods and procedures on new assignments.

Qualifications:

REQUIRED EDUCATION/SKILLS: Bachelor's Degree in Computer Science, Information Systems, Research and Statistics, or related technical discipline with at least 8 years of experience. The candidate will be experienced in managing technical staff, and be knowledgeable in the full software engineering lifecycle, including requirements analysis, design, development, testing, implementation, and maintenance of complex applications. Must have extensive experience managing the development of applications that perform data collection, back-end processing, and reporting. Requires knowledge of the tools and products used in the PPS and PARS applications, including: VB, HTML, JavaScript, Java, Visual Studio, and Microsoft SQL Server. Must know how to implement web to database connections programmatically by developing complex Excel-based applications that work with and extract data from SQL Server databases. Excellent verbal and written skills are also required.

DESIRED SKILLS: Knowledge of the PARS application and awareness of the DoD Defense Health Agency business environment is highly desired. Knowledge of DoD network and information security procedures and requirements are a plus. Experience with converting and redesigning legacy applications to use more modern software technologies is also desired.
