Position Title: Program Manager – National Small Cell Implementation

Position Summary

Responsible for fulfilling the Subject Matter Expert (SME) role on a National level for Process, Tools & Reporting. In addition to the SME fulfillment, the National Implementation Program Manager will define and drive, programmatically, the adoption of key initiatives targeted at addressing: time to market, capital efficiency and quality of DAS & Small Cell implementations across all Small Cell Regions and functional disciplines. The Program Manager will be responsible for overseeing related budgets and ensuring the timely and effective completion of multiple program “roll-outs” and related training. The National Implementation Program Manager will coordinate effectively cross functionally within Small Cell Networks (e.g. RF Engineering, Network Real Estate, Operations, Sales, PM&D;, BPM & R and Finance) on the assigned programs. The Program Manager is responsible for ensuring that Crown’s financial objectives are met and that Crown Castle’s execution relative to external customer expectations and internal key performance metrics are achieved.

Subject Matter Expert – Process, Tools & Reporting

  • Will be responsible for defining and driving the adoption of key program initiatives nationally for Small Cell Implementation as they relate to processes, supporting tools and associated reporting. Key current tools and processes requiring program level focus include DAS 1.0 (presales), DAS 2.0 (post sales), JD Edwards job costs and the integration of an Asset / Fiber Management Tool into the Implementation systems & process moving forward. Responsibilities include the definition and oversight of key reporting metrics to assess the utilization and data integrity of the associated tools as well as supporting KPI's at the market level such as “cycle time” or “Node Lit forecasting” reports. Position duties require close collaboration with the I.T. and Business Process Management teams in addition to Finance & Accounting and all the market level Implementation teams. Will fulfill a “train the trainer” role as well as conduct training as required to support the “roll-out” of new tools & processes across the organization.

Essential Job Functions

  • Able to work independently or in small teams to develop key initiatives and programs from concept to roll-out.

  • Ability to develop content supporting the specific Program Manager sub discipline area of expertise (e.g. Standards, guidelines and training)

  • Proficient in both written and oral communication and the ability to present in front of large groups (200 or more).Must also be comfortable in a Video or “on-camera” environment

  • Manage to program or project to budget and targeted schedules

  • Partner across organization lines with peers in support of cross-functional Crown Castle value initiatives and to collaborate on common management goals for the district, region, and country as a whole.

Education/Certifications

  • Bachelor’s Degree or equivalent experience in Business or related field

  • PMP certification preferred

Experience/Minimum Requirements

  • Minimum of five (5) years of experience managing development projects (i.e. site acquisition, zoning, permitting and construction management)

  • Minimum of five (5) years of experience in project management including experience in budgeting and finance across multiple projects

  • Previous people management experience

  • Previous experience managing off-site teams strongly preferred

Other Skills/Abilities

  • Thorough knowledge of telecommunications/wireless project management, asset management, and network construction in both the Public and Privates rights-of-way.

  • Customer focus with a problem solving approach to each customer install

  • Disciplined approach to answering customer questions/concerns by the end of each business day

  • Ability to read and understand financial metrics and identify remedies to financial issues related to small cell deployments

  • Ability to direct a team by setting goals and priorities to facilitate achievement of organizational objectives

  • Strong computer skills especially Microsoft Office, Word, Excel etc.

  • Excellent interpersonal and verbal communication skills

  • Ability to read and understand blueprints

  • Ability to diagnose work flow problems and implement remedies

Organizational Relationship

Reports to: Director – National Implementation

Title(s) of direct reports (if applicable): Project Manager, Construction Manager, Project Coordinator - Field

Working Conditions: Works in normal office setting and expected to be physically present in the district office when not otherwise traveling to visit projects. Frequent travel within the district will be required, with occasional travel outside of the district.
