WHAT DOES AN IT SPECIALIST (SYSTEMS ANALYSIS/APPLICATION SOFTWARE) DO? An Information Technology (IT) Specialist (Systems Analysis/Applications Software (SA/AS)) in the IRS Criminal Investigation (CI) Division uses a wide variety of information, knowledge, and tools to address complex systems analysis and applications software assignments. You will serve as a technical expert and team leader and/or project manager with substantial responsibility for providing technical guidance and assistance on designing, maintaining, and administering the IT applications and systems. You will also be involved in conducting systems analysis to design, document, develop, modify, test, install, implement, and support new or existing applications software products throughout the Systems Development Life Cycle (SDLC) process regarding overall plans, processes, and policies to meet organizational goals for software development and implementation efforts for CI’s IT operations.
WHAT IS THE CRIMINAL INVESTIGATION DIVISION? Criminal Investigation is the investigative and law enforcement arm of the IRS. The American system of voluntary tax compliance relies heavily on self-assessments of what tax is owed. When individuals or corporations deliberately don't comply with the tax laws, Criminal Investigation responds with financial investigations and potential criminal prosecutions to promote compliance and confidence in the fairness of the tax system.

As an IT Specialist (Systems Analysis/Applications Software (SA/AS)) you will:
- Use project management principles, methods and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, risk management and evaluating and reporting on accomplishments.
- Serve as a team leader or project manager using comprehensive knowledge of software design methodologies and programming to develop and/or integrate new software.
- Apply SDLC concepts, techniques, requirements, and methods to perform complex studies, recognize alternatives, make recommendations and advise management on proposed application changes or development.
- Analyze, develop, and recommend the establishment of national standards, specifications, guides, and other appropriate documentation concerning system documentation, program testing, and applications programming techniques.
- Draft project plans for multifunctional development projects in software analysis, design, development, and implementation. Identify resources requirements and manage tasks, report progress, and ensure customer and management involvement throughout the software development process.
- Resolve critical issues affecting the configuration of the IT infrastructure, project design and development; and coordinate the demonstration of new and enhanced applications to customers and management.
- Identify and correct weaknesses in critical performance parameters, and variances in achieving cost, schedule, and performance goals.
- Investigate, evaluate, and select tools and methods for improving productivity and software quality throughout the life cycle.
- Assess the feasibility of adopting new systems analysis techniques or software design technologies within the current systems environment. Develop best practices guides for use by other systems analysis or applications software specialists.

You must meet the following requirements by the closing date of this announcement:* *GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. This experience must include Information Technology (IT) related experience that demonstrates each of the following four competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication and 4) Problem Solving. Specialized experience for this position includes Experience that demonstrates accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches in the process of advising management concerning major aspects of IT system design. This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project.
In addition to the above, you must meet the requirements described below:
At this grade level, your experience must be sufficient to demonstrate the ability to identify integration/ interoperability issues; to design, develop and manage IT systems that meet current and future business needs; and includes comprehensive knowledge of software design methodologies and programming to develop and/or integrate new software. Applicants must have a mastery of, and skill in applying Systems Development Life Cycle (SDLC) concepts and techniques, including requirements gathering and documentation. Applicants must demonstrate experience performing complex studies, analyzing alternatives, making recommendations, and advising management on proposed application changes. Applicants should also have experience with Enterprise Architecture, SDLC methodologies, and monitoring project budget and resources. Applicants must have experience writing analytical documents & communicating with management.
The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
