Cognosante Project Manager in Austin, Texas

The IV&V Project Manager will be responsible for delegating and managing the activities of the IV&V team and provide IV&V services required by the contract. He/she will actively participate in the development and delivery of IV&V services and associated deliverables for a Medicaid Management Information System (MMIS) modernization project.

Additional duties include:

  • Assess DDI Contractor deliverables such as Project Management Plan and Schedule, CMS Certification Checklist(s), Detailed System Design documents, Data Conversion Plans, Testing Plans and associated results, User Documentation, Training Plans, Implementation Strategies, Implementation and Rollout Plans, and Business Continuity & Disaster Recovery Plans.
  • Assess and make recommendations on the management and technical aspects of modular implementation projects.
  • Facilitate regular IV&V meetings with the customer
  • Perform IV&V services according to the agreed upon scope, deliverable content, and deliverable schedule
  • Maintain control over the assignments, schedule, and performance of the project team members
  • Prepare and deliver IV&V written assessments/reports
  • Prepare and deliver internal Cognosante monthly project reviews
  • Prepare and present IV&V assessments at steering committee and other meetings as requested
  • Ensure Cognosante IV&V methodology is applied and IV&V services yield value for the
  • Perform independent assessments of overall project status and health
  • Review DDI Contractor’s project management processes and deliverables as well as other selected DDI Contractor deliverables
  • Interview key Stakeholders, including State and Contractor staff
  • Document issues and risks based on artifact reviews and stakeholder interviews
  • Document detailed findings, risks, and recommended risk mitigation approaches, considering best practices and lessons learned from other similar DDI projects
  • Make recommendations for improvement of processes based on observations, industry standards, and best practices
  • Assess whether the State and DDI Contractor share a common understanding of the project scope, goals/outcomes/requirements, deliverables and milestones
  • Assess whether use involvement and buy-in is sufficient for successful adoption of the system or component
  • Monitor progress toward CMS Certification and produce associated CMS-required IV&V reports

Employee is expected to undertake any additional duties as they are assigned by their Manager.

Minimum Qualifications

  • Bachelor’s degree
  • Project Management Professional (PMP) Certification
  • Minimum 5 years of experience managing project teams of 3 or more staff
  • Understanding of Systems Development Life Cycle (Waterfall or Agile development)
  • Experience designing, developing, and implementing automated/IT solutions
  • Minimum 3 years Medicaid/MMIS or other healthcare experience

Additional Qualifications

  • Minimum 5 years of experience performing or managing IV&V services for large system implementation, integration and development
  • Experience with CMS Certification
  • Understanding of Agile development is a plus
  • Detailed knowledge of Medicaid, MMIS, and MITA concepts
  • Effective verbal and written communication skills, including the ability to write meaningful IV&V reports
  • Ability to analyze and resolve difficult logic and processing issues
  • Ability to communicate difficult concepts to technical and non-technical staff
  • Ability to communicate succinctly and accurately in written and verbal English
  • Ability to work effectively and efficiently under strict timelines
  • Must be a team player and a consistent, dependable performer with an excellent work ethic, flexible “can-do” attitude, and a results-driven commitment to success
