This position is located in the Department of Homeland Security, U.S. Coast Guard, Research and Development Center, New London, CT.
This position is a research scientist at the Coast Guard Research and Development Center. The position performs applied research to solve operational performance gaps for the Coast Guard. The work requires the ability to develop and manage research efforts that will result in implemental products for the Coast Guard.

Typical work assignments include:
Performing comprehensive research studies for substantive program initiatives. Carries out all phases of an identifiable area of research and based on the results of research activities, develops new concepts, techniques, materials, or products and reports on the results.
Serving as a consultant to project managers, engineers, and technicians in areas such as maritime technology, waterways operations, communications, sensor, cyber, or aviation systems.
Providing authoritative technical advice in own area of scientific expertise and of other researchers outside the organization who are working on similar projects.
Guiding and evaluating research efforts (including contracted support) and assessing technical progress in relation to the established schedule and resources allotted.
This is an interdisciplinary position to be filled and classified to the series represented by a candidate that meets the qualifications and may be filled as any of the following: Research General Engineer, GS-0801-7/9/11/12; Research Physical Scientist, GS-1301-7/9/11/12; or Operations Research Analyst, GS-1515-7/9/11/12.

Quals for General Engineer, GS-0801*Basic Requirements: A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering & Technology (ABET) as a professional engineering curriculum; or (2) include differential & integral calculus & courses (more advanced than first-year physics & chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields & circuits; (f) nature & properties of materials (relating particle & aggregate structure to properties); & (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. *OR*B. Combination of education & experience--college-level education, training, &/or technical experience that furnished (1) a thorough knowledge of the physical & mathematical sciences underlying professional engineering, & (2) a good understanding, both theoretical & practical, of the engineering sciences & techniques & their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration--Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. 2. Written Test- Evidence of having successfully passed the Engineer-in- Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses--Successful completion of at least 60 semester hours of courses in the physical, mathematical, & engineering sciences & in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A. 4. Related curriculum--Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. *Examples of specialized experience include: applying fundamental & diversified professional engineering concepts, theories, and practices to achieve engineering objectives with versatility, judgment, & perception; adapting & applying methods & techniques of related scientific disciplines, & organizing, analyzing, interpreting & evaluating scientific data in the solution of engineering problems.
Quals for Research Physical Scientist, GS-1301: Basic Requirements: A.*Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science &/or related engineering science such as mechanics, dynamics, properties of materials, & electronics. *OR*B. *Combination of education & experience--education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science &/or related engineering science, plus appropriate experience or additional education. Examples of specialized experience include:performing research work in areas that are complex and of considerable scope; identifying promising areas for initiating research efforts; serving as a member on a research team; making contributions to the scientific community, such as inventions or new designs; & collecting, monitoring, compiling, & analyzing research data.
Quals for Operations Research Analyst, GS-1515 A. Basic Requirements:Bachelor's degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.* B.* Combination of education & experience--courses as shown in A above, PLUS appropriate experience or additional education. The experience should have included a range of professional operations research analysis work such as conducting studies and investigations of systems & their relationships involving scientific, statistical, mathematical, &/or economic analysis using mathematical models to develop & assess methods or solve problems. Examples of specialized experience include: determining tradeoff relationships between system operating costs & level of performance; determining the optimum test design that minimizes the amount of testing while still providing adequate data for decision making; determining the effect of equipment age on system performance; evaluating the appropriate mix of support equipment to obtain maximum effectiveness; working as a team member in an organization that conducts operations research investigations of complex systems; designing simulation experiments, analyzing results, and preparing appropriate technical reports; determining test and evaluation requirements for software associated with major reconfiguration or modification of sophisticated automated systems including applications, diagnostic, & maintenance programs; preparing evaluation of test activities; developing or participating in determining appropriate mathematical & statistical methods for operational analyses, interpretation, & evaluation of specific tests for system components; adapting & applying existing mathematical methods & techniques in a specialized branch of mathematics to specific subject matter applications; & formulating problems, selecting a range of values & intervals, & determining the method of solution that best fits the essential types of calculations.
Additional Quals for GS-0801/1301/1515:*Applicants applying for the GS-12 level must possess at least one year of specialized experience equivalent to at least the GS-11 level in the Federal service; or possess a Ph.D. or equivalent doctoral degree.Applicants applying for the GS-11 level must possess at least one year of specialized experience equivalent to at least the GS-09 level; OR possess a Master’s or equivalent graduate degree. Applicants applying for the GS-9 level must possess at least one year of specialized experience equivalent to at least the GS7 level in federal service; or 2 years of progressively higher level graduate education leading to a master’s degree or master’s or equivalent graduate degree.* Applicants applying at the GS-7 level must possess at least one year of specialized experience to at least the GS-5 level in federal service; or 1 year of graduate-level education or superior academic achievement.
